lower rates thus proposed, in order to secure the great

advantages of retaining in this country the preferential

Imperial postage rate for first class mail from the

United Kingdom, This would, as indicated above, be

fixed at lid. per 1⁄2 oz. which is the same as the current

rate per initial ounce. The lower weight unit proposed would it is thought suffice for the bulk of postal users

particularly as light weight papers specially designed

for air mail purposes are now on sale,

The annual mail payment in which the scheme

would involve the Ceylon Government would be £11,500 but

it is assumed that this sum would be partly offset by

surcharge payments in respect of air mail of foreign

destination amounting to approximately £500 per annum.

The subsidy contribution which it is hoped that the

Ceylon Government would be prepared to make to the scheme

is £5,000 per annum. This sum has been assessed

especially low in recognition of the fact that connection

by other services would be involved to complete the

journey to Ceylon. It is also relevant to observe that

the Ceylon Government would not incur any liability for

the provision of ground facilities for the trunk services.

6. The annual mail payment in which the scheme

would involve the Hong Kong Government would be £7,500,

but it is assumed that this sum would be partly offset

by surcharge payments in respect of air mail of foreign

destination amount to approximately £500 per annum .
